MEAL Officer

Role Purpose and Description

  • The post holder leads the development and implementation of the programme MEAL and research framework that will generate evidence, maintain accountability standards and ensure effective monitoring, evaluation and learning of the health theme

Programme Quality:

Humanitarian Supply Chain Manager

Job Location: Maiduguri, Borno

The Scope of Role

  • This role will lead or manage the setup and scale-up of all emergency response logistics functions and responsibilities and will manage logistics staff
  • This role will support the Humanitarian Team Leader and other members of the senior management team on the best use of Save the Children’s resources. The role includes logistics support with a broad spread of programmes, staffing, thematic interventions, and complexity
  • As such, the role may include remote management, management of multiple field bases or direct line management of a large single project or function. The post-holder will learn lessons from each assignment to help improve future practice.
  • The main responsibilities of this post may vary according to the terms of reference for each assignment. The post-holder is likely to undertake senior deployments such as Country Supply Chain Manager or Emergency Response Logistics Manager.

  • Management of all programme logistics; develop/implement the country logistics policies and procedures for the management of the supply chain, including procurement, transport and distribution, warehousing and stock management, and for the management of vehicle fleets, communication systems, and assets

  • Significant management experience (minimum of 5 years) prior NGO experience in logistics management, within a complex/large scale country programme and in emergency response/humanitarian environments
  • Substantial experience in all technical areas of logistics operations including procurement, transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security
  • Experience in developing/implementing a complex international supply chain to support different types of programmes, and coordinating resources to meet the programme objectives
  • Experience of working in remote field bases with limited infrastructure

Deputy Team Leader – Programme

Child Safeguarding

  • Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3.
  • As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.

Role

  • The Deputy Team Leader- Programme (DTL-P) is responsible for the direct oversight and overall management of SC’s humanitarian projects in northeast Nigeria.
  • The DTL-Programmes supports the Humanitarian Response Team Leader (RTL) and the Humanitarian Director by providing information on the progress of the programmatic interventions, providing direction to individual Sector Managers on their projects and ensuring a multi-sectoral and/or integrated approach across programmes where feasible.
  • The DTL-Programme’s role includes supporting the Humanitarian RTL and the Humanitarian Director to identify needs and resources and elaborating programme recommendations for the emergency response in line with Save the Children Nigeria SMT and regional response priorities.
  • The post-holder will take part in developing the response strategy and identification of the necessary resources for the response.
  • In coordination with the PDQ Team (TAs), the DTL-Programme will support Sector Managers to incorporate the relevant thematic advisory to provide appropriate design, training and MEAL functions for programming in North East Nigeria.
  • The DTL-P will establish working relations with other agencies, looking for opportunities for partnership and harmonisation of approach and with donors to ensure resources are made available to the response.
  • The DTL-P will negotiate the positioning of the humanitarian response within the Country Programme and support the Humanitarian Director- HD Humanitarian – RTL to ensure the suitable resourcing of the response, manage programmes or country support functions and negotiate and network at an international level.
  • They will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place.
  • The post holder will play a strategic role in defining the effective scale up and management of Save the Children emergency programme to maximise impact and enable positive change for children.

Qualifications and Experience
Essential:

  • Extensive experience 5 years and above of working within a middle or senior management role within a complex country programme with an iNGO in an emergency response or fragile state
  • Previous experience of managing programme teams in large-scale first phase emergency response is essential
  • Education: MA / MSc level (or equivalent field experience)
  • Middle or senior management experience of multi-national, multi-sector team.
  • Experience of managing multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of USD 5m+ in a first phase response at regional or country level

Humanitarian Child Protection Manager

Role Purpose

  • The Child Protection (CP) Manager will be based in Borno State and is the sectoral manager of all child protection implementations in the Humanitarian Response, NE Nigeria
  • The overall aim of the CP Manager is to manage the CP team and ensure CP interventions are in line with Save the Children and donor guidelines including assessment, design and managing staff to initiate quality interventions to address violations of children’s rights to protection from abuse, exploitation, violence and neglect
  • The post holder is responsible for ensuring that quality programmes are implemented and capacities developed to provide these kinds of protection to children in a range of Save the Children’s emergency responses in NE Nigeria
  • The post holder is expected to also support on proposal writing and is responsible for programme reporting, programme design and capacity building of staff.
  • The manager will support in the development of the sector strategy and will represent Save the Children in coordination groups and support fundraising, recruitment and procurement.

Qualifications and Experience
Required:

  • Significant management experience (of at least 5 years) working in an emergency response contexts or fragile states in the area of child protection
  • Education to B.Sc/B.A/B.Eng/M.Sc/M.A/M.Eng level in Social Work, Human Rights Law, International Relations, Development Studies or similar, or equivalent field experience.
  • Previous first phase emergency response experience is essential
  • Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
  • Good knowledge of and experience in using established inter-agency standards and guidelines in child protection, such as the Inter-agency Guidelines on Separated and Unaccompanied Children, the Paris Principles, MRM, SC Child Friendly Spaces Handbook, and the Minimum Standards for Child Protection in Humanitarian Settings.
  • Previous experience of managing a team and of project management

  • Experience in monitoring and evaluating child protection programmes in emergency, transition and development contexts

Gender and Social Inclusion Specialist
