National Professional Officer – Laboratory (NO-C)

Purpose of the Position

  • The mission of WHO’s Health Emergencies Programme (WHE/Nigeria) is to help Nigeria, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Required Qualifications
Education:

  • Essential: Advanced University degree (Master’s level or above) in Life Science, Medicine or Medical Virology from an accredited/ recognized institute. Certified training or qualification in molecular biology, virology, bacteriology, infectious diseases, and/or epidemiology and laboratory techniques.
  • Desirable: Master’s level degree in public health or health related field.

Experience:

  • Essential: At least five years of practical and operational application and management of laboratory services, laboratory diagnosis of communicable diseases at the national and international levels. Some related experience in outbreaks and/or health emergency response of international impact.

Desirable:

  • Experience in establishing or improving laboratory infrastructure for microbiology and/or detection of infectious diseases.
  • Experience in planning and implementing laboratory trainings at national and regional levels.
  • Previous experience in UN organizations/agencies, health cluster partners, recognized humanitarian organizations, international institutions or nongovernmental organizations, particularly in developing countries.

Objectives of the Programme

Required Qualifications
Education:

  • Essential: First University degree in medicine, public health or health related field from an accredited/recognized institute.
  • Desirable: Specialized training in epidemiology or in infectious diseases.Advanced University Degree in public health or health related field from an accredited/recognized institute.

Experience:

  • Essential: At least 5 years working experience in planning, developing and implementing the control and prevention of infectious diseases programme including outbreak prevention and control, infectious hazard management and/or dangerous pathogens.
  • Desirable: Working experience in related areas with WHO, other UN agencies or other recognized international organizations

Skills:

  • Demonstrated knowledge of infectious diseases, particularly in infectious disease epidemiology, prevention or control, clinical management and significant practical application of this knowledge in an international context.

Malaria Surveillance, Monitoring and Evaluation Officer – NOC

  • To provide technical support to the country in strengthening availability and use of data for malaria decisions/actions that contribute to the reduction of malaria morbidity and mortality.

Required Qualifications
Education:

  • Essential: Advanced University Degree plus Postgraduate Master’s Degree in Medical Epidemiology, Biostatistics or Public Health or other relevant health related fields
  • Desirable: Master’s Degree or PHD in Malariology or Communicable Diseases Epidemiology.

Experience:

  • Essential: Five years of experience in the development and evaluation of national disease surveillance systems.
  • Desirable: At least five years working experience in malaria control programme or malaria research at international level including experience working in WHO would be an asset

Specific Skills Required:

  • Broad knowledge of the principles and practices of communicable disease epidemiology with specific experience in malaria surveillance and operational research

Purpose of the Position

Description of Duties
Under the direct supervision of the Operations Officer, the incumbent performs the following duties:

  • Drives office vehicles for transportation of authorized personnel specifically for field surveillance missions
  • Responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires, etc.,
  • Performs minor repairs and arranges for other repairs, regular servicing and ensures that the vehicle is kept clean;
  • Logs official trips, daily mileage, gas consumptions, oil changes, greasing, etc.;
  • Ensures that the steps required by the rules and regulations are taken in case of involvement in accident;
  • Performs other duties as required.

Required Qualifications
Education:

  • Essential: At least Junior Secondary School education and a valid driver’s license.

Experience:

  • Essential: At least two years driving experience as a driver and a safe driving record.
  • Desirable: UN experience would be an advantage.

Skills:

Administrative Assistant

Description of Duties
Under the overall supervision of the WR and direct supervision of the Operations Officer in close consultation with the State Coordinator, the Administrative Assistant ensures timely support to field operations especially payments and regular monthly reports in conformity with financial rules and regulations.

  • Provide operational support for the day-to-day running of the State office in the areas of budget preparation and monitoring, financial transactions, transport planning, assets management, and office maintenance.
  • Administer the E-Imprest. Ensure proper Implementation of financial procedures, systems and internal controls according to GSM instructions and WHO rules.
  • Select and enter data from a variety of documents, ensure accuracy of calculations and attach necessary supporting invoices and receipts of payments and payment authorisation.
  • Reconcile State office cashbooks and justify any difference in reconciliation; prepare cash counts to reconcile with the cashbooks on a monthly basis
  • Facilitate other field based payments in support of Supplemental Immunisation and other activities and rendering accurate and timely reports
  • Handle administrative arrangements for meetings, seminars, workshops and conferences
  • Ensure timely procurement of, and payment for, required goods and services, maintenance of WHO goods and property as well as maintenance of up-dated inventory records
  • Provides assistance to national and international staff and non-staff on all administrative and financial matters.

Required Qualifications
Education

  • Essential: Completion of Secondary education, preferably supplemented by a University degree in Accounting,Finance or related discipline.
  • Desirable: Good knowledge of computerized accounting systems and budgets or ERPs

Experience:

  • Essential: At least 5 years’ experience commensurate with the duties of the posts and its grade in an international, public or private organization of repute.
  • Desirable: Experience in working with bilateral or multilateral International Organizations in the country is an advantage.

Skills:

  • Excellent organization skills for managing multiple tasks at once; Strong ability to prioritize tasks; Ability to acquire sound knowledge of WHO rules, regulations and procedures;
  • Ability to establish and maintain effective working relationships with counterparts; Needs advanced knowledge of Microsoft Office Applications, particularly Word, Excel, and Outlook.
