LGA Technical Officer – Safe Water Programme at Self Help Africa – Kano

Self Help Africa is recruiting an LGA Technical Officer for an 18-month, full-time fixed-term programme in Kura and Garun Malam local government areas of Kano State. The officer provides technical supervision and community-level implementation support for improved rural drinking-water access. The role reports to the Project Coordinator and does not include relocation support.

Rural water technical delivery

• Assess and document boreholes, hand pumps and solar-powered piped water systems.
• Prepare rehabilitation plans, technical specifications and bills of quantities.
• Supervise contractors and Local Area Mechanics during facility repairs, upgrades and commissioning.
• Support inline chlorination, quality testing, system safety and preventive maintenance.
• Monitor water facility functionality, response times and service quality across communities.
• Use field monitoring applications, record findings, and report on works and outcomes.
• Coordinate LGA WASH personnel, RUWASSA, community structures, contractors and suppliers.
• Support the results-based performance and maintenance model for water facilities.
• Maintain technical reports, procurement requests, risk records and field expenditure documentation.
• Observe safeguarding, community accountability and health and safety requirements.

Qualifications and experience

• Bachelor’s degree or HND in Civil or Water Engineering, Water Resources, Environmental Health, Public Health or a related technical field.
• At least three years’ experience implementing rural water supply and sanitation programmes.
• Practical experience assessing, rehabilitating and maintaining boreholes, hand pumps or piped-water schemes.
• Knowledge of chlorination, water safety, quality assurance, field-level contractor supervision and government/community engagement.
• Willingness to travel to programme communities and use monitoring tools such as mWater or KoBoToolbox.
• Excellent spoken and written English and Hausa.
• Professional engineering registration and experience of performance-based maintenance are advantages.
